Professor Wladyslaw Mielczarski, PhD, Institute of Electrical Power Engineering, Technical University of Lodz, has more than 40 years of experience in electrical power engineering, including ten years working abroad in countries such as Australia, Canada and Singapore. He has participated in the design and implementation of electricity markets in the state of Victoria in Australia, the Canadian province of Ontario and Poland.

He has twice served as an advisor to the Polish government. In 1999-2001 he is preparing the design of the Polish electricity market, and in 2005-2007 the energy consolidation program. From 2007-2011, he serves as European Energy Coordinator at DG Energy in the European Commission. He is the founder of the international conference "European Energy Markets" and his publication output includes 12 books and special editions, 21 chapters in books, 45 articles in scientific journals and more than 200 papers. He received the Prime Minister's Award for computer programs that optimize the operation of the electric power system. He is a member of the IEEE (Life Member). The President of the Republic of Poland awarded him the Knight's Cross of Polonia Restituta.
