Professor, Institute of Electrical Power Engineering, Lodz University of Technology

Professor Władysław Mielczarski, Ph.D., works at the Institute of Electrical Power Engineering at the Technical University of Lodz. He has more than 40 years of experience in the electric power industry in Poland and abroad, in countries such as Australia, Canada and Singapore. He has participated in the design and implementation of electricity markets in Australia, the Canadian province of Ontario and Poland.

He graduated from the Faculty of Electrical Engineering of the Technical University of Lodz in 1973, and in 1978 and 1987 he received the degree of Dr. of Technical Sciences and Doctor of Technical Sciences, in 2002 the title of Professor, and in 2005 the position of Full Professor. From 1991 to 1992 he worked as a lecturer at Curtin University of Technology in Perth, Western Australia, and from 1992 as an Associate Professor at Monash University in Melbourne until 2000. In 1996/1997, while on sabbatical, he conducted research at Nanyang Technological University in Singapore as Research Associate. From 1992 to 1997, he participated in the design and implementation of the electricity market in Australia. From 1997 to 2001, he participates in projects introducing an electricity market in the province of Ontario, Canada.

He has twice been an advisor to the Polish government. He works on the preparation of the Polish electricity market project, which is implemented in 2000-2001. During this period, he participates in the design of the rules of the balancing market and develops computer programs - LPD - Linear Programming Dispatch for planning the operation of the electricity system in the Day Ahead system. As an advisor to the Minister of Economy in 2005-2007, he prepares a program for the consolidation of the Polish electric power industry adopted in March 2006 by the government and implemented in 2006-2007, and participates in the drafting of a law terminating long-term contracts and introducing a system of compensation fees.

In September 2007, he is delegated by the Polish government to the European Commission, where he serves from 2007 to 2011 as European Energy Coordinator in the Directorate of DG Energy being responsible for the development of international interconnections of cross-border power systems in Northern and Central Europe. It is on his initiative that the LitPol Link electricity interconnection between Poland and Lithuania is being established, which was commissioned in December 2015.

He is the founder of the annual "European Energy Markets" conference, the largest international conference in the field. To date, 18 conferences have been held: May 2005 - Lodz, September 2005 - Lodz, 2006 - Warsaw, 2007 - Krakow, 2008 - Lisbon, 2009 - Leuven, 2010 - Madrid, 2011 - Zagreb, 2012 - Florence, 2013 - Stockholm, 2014 - Krakow, 2015 - Lisbon and 2016 - Porto and 2017 - Dresden. The next EEM18 conference was held June 27-29, 2018 in Lodz, Poland. In 2019, the conference was held in Slovenia, and in 2020 in Sweden. The conference gathers more than 300 participants each year, and conference papers are published in the IEEE XPLORER database.

His publication output includes eleven books and special editions, twenty chapters in books, forty-five articles in scientific journals, and more than 200 papers presented at scientific conferences. Professor W. Mielczarski has directed more than sixty research and implementation projects. He received the Prime Minister's Award for computer programs optimizing the operation of the electric power system in the area of the balancing market. In 2021, he is awarded the Knight's Cross of the Order of Polonia Restituta by the President of the Republic of Poland.
