Mr. Georgii Dubynskyi is an expert on international S&T cooperation with more than 20 years experience. Before appointing Deputy Minister for Digital Transformation of Ukraine in May 2022, he worked in both Ukrainian and international governmental agencies, research institutes, universities, NGOs, industrial companies and ministries. His major within the Ministry is cybersecurity and international cooperation.

During 2008-2013 he was in charge of economic, S&T bi- and multilateral cooperation in the Mission of Ukraine to the European Union in Brussels.

Since April 2017, Georgii Dubynskyi has worked in the Embassy of Ukraine to the USA and is responsible for science, technology, innovations, cybersecurity, countering disinformation, and health protection issues. He is also an official representative of the National Academy of Sciences of Ukraine in the USA and adviser to the Deputy Secretary of the National Security and Defense Council of Ukraine.
