He is the founder and president of the Institute of Renewable Energy (IEO). He is the initiator of the project of building in Poland Gigafactory of photovoltaic cells realized by Giga PV S.A. (2020) and the concept of introducing to the Polish district heating zero-emission RES with seasonal heat storage (currently two pilot projects are implemented with the support of NCBiR). Lecturer and tutor of postgraduate studies "Renewable Energy for Business" organized together with the Warsaw University of Technology. He was a Director of the European Commission Centre for Renewable Energy Sources and the Chairman of the European Commission Reflection Group on Sustainable Energy, a member of the Steering Committee for Energy in NCBiR and the NCBiR Editorial Team for the "New Energy Technologies" program. He is a member of the National Development Council to the President of the Republic of Poland for the term 2015-2020. He led the work on key governmental expert reports for renewable energy on the directions of legal development, economic evaluations of RES technologies. He is co-patron of the first national "Renewable Energy Development Strategy" (2001), the first draft of the Law on Renewable Energy Sources, assumptions to the system of green certificates (2005), initiator of the prosumer amendment to the Law on RES (2015). In 2013 he implemented in Poland the method of calculating the so-called Distributed Cost of Energy (LCoE), as a basis for comparative economic evaluation of energy technologies. Winner of the title "Man of Polish Ecology (2014).
